A motion of ‘hope’ for women, youth and persons with disabilities, crafted by a nominated MCA, has been presented at Kisii County Assembly. Lilian Gor, who represents Gender in the assembly, seeks in her motion to activate the Public Procurement Act of 2015 to reserve 30% tender awards to women, youth and persons with disabilities. According to the MCA, the Act has never been actualized, thus discriminating against people living with disabilities, women and the youth. Lillian Gor, during her swearing in ceremony. She says that the Kisii County Government should consider reserving specific procurement for marginalized groups The motion also is geared towards productively engaging the youth who acquire essential technical skills from polytechnics to improve the county’s economic welfare. Since the disadvantaged lack capital to undertake contracts, if passed, the bill will enable them to partner with the well-endowed through sub-contracting to access the tenders. The move will also assist the national government to compile a database on the technical skills including painting ,plumbing and mechanical for in the National Housing Programme. Gor pleads with the county assembly members to support the bill by virtue of its immense benefits.
